My connection is down right now in fact. I’m not sure if your VPN is the actual cause. Cox has never done general blocking or throttling. They do block port 80 incoming so you can't run a webserver on a residential line, but that's just good sense. VPN's are notorious for slowing down connections b/c of the overhead.
